4. CARDS PROGRAM - Digital Orthophoto Maps Production, Partnership -Twinning program, Photogrammetric Equipment Acquisition
Expected effects of the implementation:

The territory of the Republic of Serbia has been covered with digital orthophoto basemaps that may be used for updating the existing survey, production of basic state map, as a foundation for the GIS, for the NSDI purposes, for urban and other designs and plans, etc. (ORTHOPHOTO Project)
Staff of the Republic Geodetic Authority has been trained in the field of digital photogrammetry (Twinning Program)
Digital photogrammetric stations have been acquired and new orthophoto production methodology has been implemented in the Republic Geodetic Authority (Equipment Acquisition Project).

5. RGA – Statens Kartverk Twinning Project
Expected effects of the implementation:

The Norwegian support provides efficient and high quality Scanning Center for the purposes of achieving the plans for the Real Estate Cadastre production.
Establishing a well-functioning Digital Archive, which will be supported by the equipment for conversion and secure storage of paper documents, as well as storage of the data produced in the Scanning Center.

Improving the RGA's capacity for active participation in the European integrations and harmonization of service provision for geodetic and geographic information, through the development of a portal and support for preparation of Serbian strategy of National Spatial Data Infrastructure in line with the INSPIRE.

By achieving these objectives, the spatial information provided by the RGA and other Project partners would become available to a broad range of users, in line with the international standards.

6. Geographic Information for Development and EU Integrations
Expected effects of the implementation:

Overall objective is for Serbia to establish an adequate organizational structure and spatial data infrastructure in line with the INSPIRE Directive by the end of the Project, and for the RGA to gain the appropriate knowledge and tools together with the stakeholders in order to maintain and develop the infrastructure without an external support.
Acquiring the adequate knowledge and capacity development by the Republic Geodetic Authority towards the objective of taking over a leading role in developing technical standards as well as in the other relevant fields required for an operational NSDI in Serbia.

Establishing rules, standards, agreements, and organizational model for cooperation between producers of spatial data necessary for an operational NSDI.
Establishing functional services for search, download and combining geographical data of different data producers from different databases.
Operational status of the national geoportal within the RGA with functionalities defined by the INSPIRE Directive.

Acquiring capacities and skills by the RGA towards further independent maintenance and development of the NSDI in Serbia.

7. Capacity Development for Digital Basic State Map Production in the Republic of Serbia
Expected effects of the implementation:

Legislation necessary for production, updating and distribution of digital basic state map (DBSM).

Establishing a full functionality of the system for the DBSM production and updating.

Elaboration and implementation of technical training program.

8. Capacity Building in the Republic Geodetic Authority
Expected effects of the implementation:

Improvement and continuity in capacity and competences building in the RGA towards its development objective.
Project description:

This Project represents Phase III of the "Capacity Building in Serbia: Real Estate Cadastre and Registration Project", funded by the Swedish International Development Cooperation Agency (SIDA). The Project objective is to support the results achieved during the Phase I and II of the capacity building Project. Lantmäteriet (Swedish Administration for Cartography, Cadastre and Land Registration) provides technical assistance to the Republic Geodetic Authority during the Project implementation.

In accordance with the objective of the Government for the Republic of Serbia to become a member of the European Union, the Project Proposal in the important items considers the European Union directives pertaining to the land management.  The most important objective regarding the land management in Serbia is to contribute sustainable economic development and poverty alleviation, improvement of environment protection management, securing property rights and sustainable property market through the efficient land management. Within this framework, the Capacity Building Project would further improve and support land management in the Republic of Serbia. The purpose of Lantmäteriet's support is to strengthen and assist the capacity and competence building of the Republic Geodetic Authority towards  the achievement of development objective and achieving the expected results and outcomes of the planned projects.

Considering the priorities of the Government, objectives of the Project and support, as well as the needs of stakeholders and clients within the land management framework in Serbia, the Capacity Building Project was initiated along the following the following projects: AGROS development; mortgage system development and implementation; development of the mass valuation concept; development of the data quality assurance and control concept; digital archive system development and implementation; Intranet development. The stakeholders having the interest in the systems and concepts of the Capacity Building Projects are numerous and include ministries, tax administration and private surveying companies.

9. IMPULS Project
Expected effects of the implementation: 

The Project has the objective to support the national mapping and cadastral agencies of the Western Balkans in harmonizing their operations with the EU INSPIRE Directive, which regulates how the countries should organize their National Spatial Data Infrastructure (NSDI). The Project will provide the foundations for achieving technical interoperability, the manner in which the institutions should distribute geodata in the electronic format over the services and how would geodata be shared with other public institutions, as well as with the other countries.

10. IGIS (project closed – 2013)
Expected effects of the implementation: 

The objective of the Program was to establish the capacity in Serbia for the provision of geoinformation and high-tech components with full support and knowledge transfer by the French consortium. First in France and afterwards in Belgrade, the team of experts in the field of geoinformation had provided Serbian staff with the support for developing skills for the implementation of solutions, fully in line with the latest technologies. The IGIS Project included transfer of latest knowledge and expertise to the Serbian professionals, thus improving and strengthening the national capacities for acquisition and use of geoinformation.

11. INSPIRATION – Spatial Data Infrastructure in the Western Balkans
(IPA Project)
Expected effects of the implementation:

Promotion of the Spatial Data Infrastructure (SDI) and coordination of further infrastructure development in the Western Balkans countries.
Support to the Project beneficiaries to meet the INSPIRE Directive requirements.

The Project is focused on 3 fundamental components - analysis of institutional and legal framework, capacity building and knowledge transfer and communication.
The primary Project beneficiaries are National Mapping and Cadastral Agencies (authorities) of Western Balkans countries.

12. Cadastral Data Exchange between Belgrade and Pristina
Expected effects of the implementation:

The key Project objective is scanning the complete cadastral documentation in analog form pertaining to Kosovo and Metohija, which is in possession of the RGA, with the objective to support the improvement of dialogue between Belgrade and Pristina.
